The on-going evaluation of the HURO Programme is now closed

In October 2013, the Final Evaluation Report of the Hungary-Romania Cross-Border Co-operation Programme 2007-2013 was approved by the Joint Monitoring Committee.

The objective of the third and final evaluation was two-fold: on one hand, to provide an overview of the relevance and progress of the programme and give feedback on the functioning of the implementation system to the decision-makers; on the other hand, building on the current experiences, to formulate recommendations for the planning of the next programming period (2014-2020).

The evaluation was carried out by KPMG in the period January 2012 - April 2013 and covered the period from be beginning of the implementation of the programme until 31 December 2012. The conclusions of the report underline that the strategy was in line with the needs of the region. The majority of the projects were strategically intended and the programme was a good tool for implementing them. The HURO Programme fostered the strengthening of existing partnerships in the cross-border region which could contribute to future project generation. The evaluation demonstrated that the programme has faced greater demand than originally anticipated, especially in case of major infrastructure operations and co-operation actions.

Equal share of resources were committed to beneficiaries from Hungary and Romania, as a result of the project selection process. This is a great achievement and reflects the effort of the programme bodies to ensure balance between the two sides of the border. Altogether, the programme supported 552 beneficiaries; from which 70% participated in one project, while some main organisations (mostly Universities) were involved in several projects.

The analysis of the programme level indicators shows that the current achievements have exceeded the planned targets specified in the OP. As regards real performance, a good absorption rate is achievable by the end of the programme. Nevertheless this requires further efforts and strong commitment from project partners as well as the implementing bodies.

Proper programme promotion and overall smooth information flow between stakeholders is also ensured and - to achieve a more efficient promotion – an event calendar has been set up, the project database has been extended, while the webpage has been recently combined with social media tools (e.g. Facebook).
